Many EMS and combined volunteer fire departments find it necessary to raise funds from the community on almost a continuous basis. Fund raising seems to now take up most of the time and efforts of EMS personnel and volunteer fire departments and is one of the many factors, which discourages the recruitment of new and notably younger firefighters. Some fund raising activities come with up-front expenses and are high risk investments.
